The Palm Coast City Council voted 4-1 to table an amendment allowing the Lakeview Estates developer to build new houses on previously protected land and a commercial strip on a different tract. Council members requested concessions regarding environmental buffers, future conservation guarantees, and commercial development limits. The developer through his attorney agreed to negotiate the terms before the item returns to the council in September.
