A Staten Island, New York woman is facing charges in Flagler County after detectives determined she stole a Palm Coast resident’s credit card information and used it to make purchases at stores in the Jacksonville area.
The case began on April 1, 2026, when Flagler County Sheriff’s Office deputies responded to a fraud report after a Palm Coast resident noticed suspicious charges on her credit card statement. The victim said three purchases had been made at Jacksonville-area stores on March 24 — stores she said she had not recently visited. Flagler County General Assignment Unit detectives launched an investigation, reviewing financial records and surveillance footage from each location.
Surveillance video showed a woman arriving at all three stores in a white Lexus SUV and making purchases using contactless payment. Detectives determined the suspect had added the victim’s card to her cellphone’s digital wallet, allowing her to pay without physically presenting the card. With help from the FCSO Real Time Crime Center, investigators identified the suspect as Qianlang Gan, 43.
Before Flagler County’s investigation was complete, Gan had already been arrested by the Jacksonville Sheriff’s Office on March 26 on separate charges: possession of a counterfeit driver’s license, possession of a controlled substance, and petit theft. After coordinating with Jacksonville detectives, FCSO confirmed Gan had been driving the same white Lexus at the time of that arrest. Detectives then obtained a warrant for Gan’s arrest on a charge of fraudulent use of personal identification information.
Gan, identified as a Chinese national, is currently being held at the John E. Goode Pretrial Detention Facility in Jacksonville. U.S. Immigration and Customs Enforcement has placed an immigration detainer on her after determining she is removable from the country.
