Palm Coast City Council Workshop Meeting Tuesday August 8th

The City of Palm Coast’s Council will hold a workshop meeting this coming Tuesday, August 8th at 9am. The topics of this workshop meeting will be the Fiscal Year 2024 General Fund Budget, Parks and Recreation Master Plan, Backyard Chicken Pilot Program, the CDBG Annual Action Plan and more.

This city workshop meeting, like all city meetings, is open to the public and residents are encouraged to attend as well as speak during public participation sections.

The detailed agenda is as follows:

  1. The Stormwater & Engineering Department will present an update on maintenance plans for saltwater canals in phase 1, as provided by Tyler Engineering Inc.
  2. The Parks & Recreation Department, along with consultant BerryDunn, will present their Master Plan – Goals and Objectives. The presentation will showcase key themes, priorities, and a level of service analysis.
  3. City Administration, in collaboration with Laura Boehmer, our registered lobbyist specializing in advocating for local governments, will present the 2023 Legislative Session Overview & 2024 Legislative Priority discussion. The presentation will cover key legislation that will impact both local governments and residents of Palm Coast.
  4. City Administration will present a resolution to approve a contract with the Flagler County Sheriff’s Office for Law Enforcement Services. The contract includes patrol services, traffic enforcement, support at special events, and other duties typically performed by municipal police departments.
  5. City Administration will showcase the 2023 Summer Intern Project’s findings, emphasizing employee satisfaction, recruitment strategies for younger generations, job outreach improvement, job retention enhancement, and the potential for a mentorship program.
  6. The Financial Services Department will provide a presentation of the Proposed Fiscal Year 2024 General Fund Budget as City Council adopted Resolution 2023-64 setting the Proposed Maximum Millage Rate for Fiscal Year 2024 at 4.2570.
  7. The Community Development Code Enforcement Division will present a Backyard Chickens Pilot Program to the Council. The proposed regulations include a 2-year program, a $50 permit fee, a maximum of 25 permits city-wide, and allowing up to 4 hens per single-family residence. Additional regulations will cover proper animal care and property site management.
  8. The Community Development Department will present a resolution to approve the Community Development Block Grant (CDBG) Federal Fiscal Year 2023 Annual Action Plan. The plan includes financial assistance for home repairs, support for first-time homebuyers, grants for public service providers, and compliance activities for the CDBG program.

There will be two Public comment sections at the beginning and the end of the meeting. Speakers will receive 3 minutes to address the council with their comments.

The City of Palm Coast holds three meetings per month generally. Two morning meetings at 9am on the second and third Tuesday of the month, and a general business meeting on the first Tuesday of the month at 6pm.
