Release #: 2026 – 207

Flagler County Sheriff’s Office deputies made six arrests this past weekend between 6 p.m. on Friday, Sept. 25, 2026, and 6 a.m. on Monday, Sept. 28, 2026. Deputies handled 817 calls for service and made 158 traffic stops.

Habitual Traffic Offender Arrested

On Friday, deputies arrested a man on multiple charges after he was found during a traffic stop to be a habitual traffic offender who knew he should not be driving.

Friday evening, a deputy conducted a traffic stop on Interstate 95 on a vehicle after observing a traffic infraction. During the traffic stop, the deputy contacted the driver, identified as Rene Brise, 20, of Coral Springs. While speaking with Brise, the deputy determined he did not have a valid driver’s license and should not have been driving. A check of Brise’s driving history showed he was a habitual traffic offender and had numerous previous license suspensions.

Additionally, the deputy determined the license plate on Brise’s vehicle did not belong to the vehicle and had been intentionally swapped. During a search of the vehicle, deputies located a grinder with marijuana residue on the driver’s side door.

Deputies arrested Brise for driving while license suspended – habitual, attaching registration license plate not assigned, and possession of drug paraphernalia. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $3,150 bond.

“At only 20 years old this guy’s license has been suspended so many times the state labeled him a habitual traffic offender and revoked his driving privileges for five years. He knew there was no circumstance he should have been behind the wheel, and yet he wouldn’t stay off the road,” said Sheriff Rick Staly. “He also swapped the license plate on his vehicle, believing he could avoid being pulled over, but obviously that’s not how it works. Now he earned a trip to the Green Roof Inn.”

Brise has been arrested before for both driving while license suspended – habitual and attaching a registration license plate not assigned, as well as multiple arrests for failure to appear. His driver’s license was suspended in March for a period of five years as a habitual traffic offender.

Man Arrested for DUI, Set for Deportation

Also on Friday, deputies arrested a man for DUI after he drunkenly lost control of his vehicle and crashed into a median.

Friday evening, deputies responded to investigate a single-vehicle crash on Belle Terre Parkway. Upon arrival, deputies spoke with a witness who told them the driver of the vehicle was walking along the road.

Deputies found the man, identified as Jorge Solaque Prieto, 54, of Palm Coast, walking along the median of Belle Terre Parkway looking for his rim and tire that had broken off the vehicle during the crash. While using their bodycam to translate and speak with Solaque Prieto —who only spoke Spanish — during the crash investigation, deputies noticed that he had the odor of alcohol on his breath, had glossy and bloodshot eyes, was swaying, and could not recall the crash. Solaque Prieto denied that he was under the influence of alcohol.

Deputies then conducted a series of field sobriety exercises. When Solaque Prieto almost fell over, deputies ended the exercises for his safety and arrested him for DUI. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he provided breath tests. The first test indicated he had a blood alcohol content of 0.166 and the second indicated a BAC of 0.157, twice the legal limit.

While at the detention facility, Solaque Prieto spontaneously told deputies he had lied earlier and had consumed six beers before driving. Still, he stated he did not feel the effects of the beverages but was tired from work.

“I was at the scene on one of my Friday nights patrols and this guy clearly should not have gotten behind the wheel,” said Sheriff Staly. “He’s lucky that he only crashed his own vehicle and didn’t seriously hurt or kill anyone by driving drunk. Choosing to drink and drive is dangerous, and if you choose to do so, you will see some new bars at the Green Roof Inn and in this case also get deported.”

Solaque Prieto, a Colombian national, was also determined by the U.S. Department of Homeland Security to be removable from the country. DHS placed an immigration detainer on him, and he is subject to deportation by U.S. Immigration and Customs Enforcement following his criminal case.
