For the first time in its history, Flagler County has a dedicated emergency shelter: the $10 million Expo Hall is opening at the County Fairgrounds, with a ribbon-cutting next Wednesday. The 16,000-square-foot facility is the brainchild of County Commission Chair Leann Pennington and Emergency Management Director Jonathan Lord.
