Palm Coast City Council Holds Strategic Retreat Monday, Followed by Business Meeting Tuesday With Purchasing Policy Vote

The Palm Coast City Council is holding a full-day planning retreat on May 4 and a regular business meeting on May 5, where the council is set to vote on a revised city purchasing policy and hear several proclamations.

The Palm Coast City Council has two public meetings scheduled back-to-back this week. The first is a City Council Retreat on Monday, May 4, 2026, followed by the regular City Council Business Meeting on Tuesday, May 5, 2026. Both meetings are open to the public.

Monday, May 4: City Council Retreat

The retreat will be held at the Southern Recreation Center, located at 1290 Belle Terre Parkway in Palm Coast, from 9 a.m. to 2 p.m. The purpose of the session is for the council to align on priorities, vision, and strategic direction for the next six months. Retreat sessions like this are typically less formal than regular business meetings and are designed to allow council members and city leadership to work through longer-term planning conversations without the structure of a typical agenda. The public is welcome to attend, though the city notes that parking at the Southern Recreation Center is limited. Overflow parking is available at the Lehigh Trailhead parking lot directly adjacent to Fire Station 25.

Tuesday, May 5: Business Meeting agenda

The regular business meeting begins at 6 p.m. at City Hall, with proclamations starting early at 5:30 p.m. inside the building. Three proclamations are scheduled: the City Administration will recognize April 2026 as Records and Information Management Month, designate May 3–9, 2026, as Public Service Recognition Week, and declare May 4–10, 2026, as Maternal Mental Health Week.

The council will also present Certificates of Graduation to students who completed the Spring 2026 City of Palm Coast Citizens Academy, a program through which residents learn about city government operations firsthand.

Minutes from the April 21, 2026, business meeting will be presented for approval.

Consent agenda items

Four items are listed on the consent agenda, meaning they are expected to be approved together in a single vote without separate discussion unless a council member pulls an item. Parks and Recreation is bringing a resolution to approve a Facility Use Agreement with Palm Coast Baseball, LLC. The Utility Department has two items: a work order with McKim & Creed, Inc. for replacing automatic transfer switches 1, 2, and 3 at Water Treatment Plant #2, and a work order with Connect Consulting, Inc. for evaluating, rehabilitating, and replacing the pump at Well SW-28. Public Works is seeking approval to piggyback on a Sourcewell cooperative purchasing contract with Ford Motor Company, with purchases made through Gary Yeomans Ford, for OEM vehicle parts and supplies on an as-needed basis.

Purchasing policy ordinance: Second and final reading

The most significant action item on the May 5 agenda is the second reading of an ordinance that would repeal and replace the city’s current purchasing policy — Chapter 2, Article 1, Division 3 of the Palm Coast Code of Ordinances. The ordinance received its first reading and passed 5-0 at the April 21 business meeting. The second reading is the final step required before the ordinance becomes law.

The updated policy governs how the city buys goods and services. Changes stemming from a 2025 risk assessment include new standardized definitions for procurement terms, adjusted purchasing thresholds for informal and formal competitive bids, expanded cooperative purchasing options, updated approval authority for department heads and the city manager, and a formal process for suspending or banning vendors who engage in fraud or poor performance.

Public comment and how to participate

Public comments on non-agenda items are limited to 30 minutes at both the beginning and end of each meeting, with each speaker allowed up to three minutes. Both meetings are streamed live on the City of Palm Coast’s YouTube channel. Meeting agendas are posted in advance on the city’s website. A Code Enforcement Board meeting is also scheduled for Tuesday, May 6, at 10 a.m.
