Palm Coast City Manager Mike McGlothlin today announced the appointment of James C. Macfarlane, a captain in the Columbia County Sheriff’s Office in Oregon, as his deputy city manager. Macfarlane has spent his entire career in policing, including three in the same county where McGlothlin was a city manager.
