Palm Coast’s Westward Expansion is dead for now. Raydient, the Rayonier Corp. subsidiary that spent the last three years crafting plans for a 22,000-home development west of U.S. 1, this afternoon announced that it was withdrawing all those plans. It suddenly turns the $126 million, taxpayer-funded “Loop Road” into a road to nowhere.
