The Flagler County Sheriff’s Office responded to a violent domestic disturbance that ended in a K-9 apprehension and a community tip that led to a DUI arrest during the weekend of May 16–17, 2026. In total, deputies made 8 arrests, handled 751 calls for service, and conducted 146 traffic stops between 6 p.m. Friday, May 15, and 6 a.m. Monday, May 18.
Domestic Violence Barricade Ends with K-9 Titan’s First Apprehension
Shortly before 10:00 p.m. Sunday, deputies responded to a home in the R Section of Palm Coast after a 911 call from a victim reporting that Ilia Javoronkov, 43, of Palm Coast, was physically hurting them. During the call, the victim pleaded for help, saying “He’s going to kill me” and “Please bring help; he’s hurting me.”
When deputies arrived, they could hear yelling from inside the home. Javoronkov answered the door, and deputies observed the victim standing behind him appearing frightened. Deputies separated the parties to speak with the victim outside. Javoronkov then shut the door and refused to cooperate.
The victim told deputies that Javoronkov had thrown them, causing visible injuries, then shoved them into a closet and strangled them while attempting to access a gun safe. The victim described feeling “the blood draining from my head” during the strangulation. Javoronkov reportedly did not have the combination to the safe but threatened to kill the victim if he gained access. When Javoronkov left the room and returned, the victim held the bedroom door shut. During the struggle, Javoronkov allegedly threatened, “If I get inside, I’m going to kill you.”
Javoronkov barricaded himself inside the home and intermittently opened the front door and garage to yell at deputies and tell them to leave. Master Deputy Jenkins, working as a crisis negotiator, attempted to communicate with Javoronkov by phone and text message for approximately two and a half hours. When told he was under arrest, Javoronkov responded, “Come and get me.”

After negotiations failed, Javoronkov moved to the back of the home, where FCSO K-9 Titan — making his first apprehension — took hold of him and held him until deputies could secure him in custody.
Javoronkov was taken to a medical facility, where he refused treatment and continued making threats toward law enforcement and hospital staff. After being medically cleared, he was transported to the Sheriff Perry Hall Inmate Detention Facility. He was charged with domestic violence battery by strangulation, obstruction without violence, and false imprisonment and is being held on a $23,500 bond. He has a prior history of grand theft, dealing in stolen property, burglary, battery, and disorderly conduct.
“Domestic violence situations can turn deadly in seconds, and when someone makes threats like ‘I’m going to kill you,’ our deputies and K9s are going to treat it as the danger it is,” said Sheriff Rick Staly. “We attempted for over 2 hours to de-escalate the situation but when that didn’t work and the opportunity presented itself, K9 Titan took a bite out of crime and got the suspect as he requested.”
Unconscious Driver Arrested for DUI After Multiple Callers Reported Him
On Sunday evening, multiple residents called 911 to report a vehicle sitting motionless at the intersection of Old Kings Road North and Palm Coast Parkway Northeast. The car had no lights on and had remained stopped through several traffic light cycles. At least one caller reported the driver appeared to be nodding in and out of consciousness behind the wheel.

Deputies arrived and found Steven Santos Cabral, 39, of Palm Coast, disoriented in the front seat of a running silver Toyota Corolla stopped in the travel lane. Cabral showed signs of alcohol impairment and told deputies he had consumed approximately four beers about three hours earlier. He agreed to perform field sobriety exercises and was subsequently arrested for DUI.
At the Sheriff Perry Hall Inmate Detention Facility, Cabral refused to provide breath samples. He was charged with DUI and refusal to submit to DUI testing and is being held on a $4,000 bond. According to the Sheriff’s Office, Cabral has been arrested three times for DUI in Florida.
“This is exactly why we say, ‘See Something, Say Something,’” said Sheriff Staly. “Because of alert community members who took the time to call, deputies were able to get this impaired driver off the road before someone got hurt or killed. I commend the callers who spoke up. They may have saved a life.”
