The Flagler County Sheriff’s Office held its annual Law Enforcement Memorial Service this week, gathering deputies, family members, and community members to honor officers who gave their lives in the line of duty. The ceremony included a candlelight vigil and took place during National Police Week, a nationally recognized period of remembrance established by Congress in 1962.
The Fallen Officers Honored
Sheriff Rick Staly and family members in attendance placed a single rose in a five-point star flower arrangement as the names of FCSO’s six fallen officers were read aloud:
- Sheriff Perry Hall | End of Watch: Aug. 21, 1927
- Deputy George “Son” Durrance | End of Watch: Aug. 25, 1927
- Sheriff Homer Brooks | End of Watch: March 23, 1965
- Deputy Charles T. “Chuck” Sease | End of Watch: July 5, 2003
- Sergeant Francesco L. “Frankie” Celico | End of Watch: Sept. 9, 2011
- Deputy First Class Paul Luciano | End of Watch: Aug. 26, 2021
A First for K-9 Kyro
This year’s service included a new honoree: K-9 Kyro, the first FCSO K-9 to die in the line of duty. Kyro passed away on October 14, 2025, from an undiagnosed heart condition he had from birth. This was the first time Kyro was included in the memorial service.
Officers from Other Agencies
Three law enforcement officers from other agencies with ties to Flagler County were also honored during the ceremony:

The Ceremony
The service featured participation from the FCSO Honor Guard, the Knights of Columbus Honor Guard, the Coastal Florida Police & Fire Pipes & Drums, FCSO Chaplains, and family members of the fallen. The candlelight vigil brought together all those present to mark the sacrifice of each officer remembered.
National Police Week, which provided the backdrop for the service, was established by a joint resolution of Congress to pay special recognition to law enforcement officers who have died in the line of duty for the safety and protection of others.
