The Flagler County Sheriff’s Office made good on its promise of increased patrols during Super Bowl weekend, arresting two impaired drivers among 10 total arrests between Friday evening and Monday morning.
Deputies handled 566 calls for service and conducted 99 traffic stops between 6 p.m. on Friday, February 6, 2026, and 6 a.m. on Monday, February 9, 2026. The Sheriff’s Office had announced ahead of the weekend that it would increase patrols and DUI enforcement during the big game.
“We warned drivers to not celebrate the Super Bowl as we would have extra patrols, but some drivers decided to finish their celebration behind new bars at the Green Roof Inn,” said Flagler County Sheriff Rick Staly.
Woman Arrested After Failing to Move Over for Emergency Vehicle
Deputies arrested Fouzia Coopman, 56, of Palm Coast on Sunday morning after she failed to move over for a law enforcement vehicle conducting a traffic stop.
Just before midnight, deputies were stopped at the intersection of U.S. Highway 1 and Seminole Woods Boulevard in Palm Coast when they noticed a white Tesla approaching in the right lane. A deputy used his flashlight to indicate the driver should move to the left lane. Despite no traffic or obstructions preventing her from changing lanes, Coopman did not move over as required by Florida’s Move Over law.
When a deputy began following the Tesla, he observed the vehicle driving far below the posted speed limit and braking erratically. Deputies conducted a traffic stop at Seminole Woods Boulevard and Squash Blossom Lane.

During the stop, the deputy noticed Coopman had bloodshot eyes, slurred speech, and a strong odor of alcohol on her breath. When asked for her license, registration, and insurance, Coopman had difficulty locating the documents and ultimately could not provide her registration and insurance.
Deputies asked Coopman to perform field sobriety exercises, which she initially agreed to do. However, as deputies tried to explain the exercises, Coopman mumbled incoherently to herself and stared at the ground, failing to complete any of the exercises.
After her arrest, Coopman was transported to the Sheriff Perry Hall Inmate Detention Facility, where she refused to submit to a breath test. She was charged with DUI and refusal to submit to DUI testing.
“When an emergency vehicle is stopped on the side of the road, the law requires that you move over for the safety of emergency vehicles and workers,” Sheriff Staly said. “This woman did not do that, likely because she was intoxicated, so she earned herself a ride to the Green Roof Inn.”
Coopman was later released on a $3,000 bond.
Man Arrested After High-Speed Chase, Attempt to Remove Handcuffs
In a separate incident early Sunday morning, deputies arrested Justin Quintero, 23, of Palm Coast on multiple charges after he fled from a traffic stop and later tried to remove his handcuffs while being transported to jail.
A deputy patrolling the area of U.S. 1 and Old Dixie Highway in Bunnell observed a gray Nissan traveling at 70 mph in a 35 mph zone. When the deputy initiated a traffic stop, the vehicle accelerated and fled. The driver then turned into a driveway on Old Dixie Highway and shut off the vehicle’s lights in an attempt to avoid detection.
When Quintero exited the vehicle, he stumbled and was unable to keep his balance. Deputies quickly placed him in handcuffs. They detected a strong odor of alcohol on his breath, which grew stronger as he spoke. Quintero declined to participate in field sobriety exercises and was placed under arrest.
During the transport to the detention facility, the deputy monitored his in-car camera and observed Quintero had removed one handcuff and was attempting to remove the other. The deputy pulled over and waited for a second deputy to arrive before attempting to re-secure the handcuffs. Quintero became defiant and confrontational, trying to prevent deputies from checking his restraints.
At the detention facility, Quintero refused to complete a breath test. He again became defiant and uncooperative with detention deputies and had to be further secured.

Quintero was charged with fleeing or attempting to elude law enforcement with lights and sirens active, reckless driving, DUI, refusal to submit to DUI testing, and resisting an officer without violence.
“This guy clearly doesn’t think the rules apply to him,” Sheriff Staly said. “First, he tried to flee and thought he could hide by turning his lights off, which obviously didn’t work. And then he was confrontational with deputies multiple times including at the jail. All his actions did was earn him more charges.”
Quintero was later released on a $4,300 bond.
