Flagler County Sheriff Rick Staly has been elected chairperson of Florida’s Private Investigation, Recovery and Security Advisory Council for 2026. The election marks the first time the law enforcement representative on the council has been chosen by fellow members to serve as chairperson.
Sheriff Staly was appointed to the PIRSAC board in 2023 by Florida Agriculture Commissioner Wilton Simpson to fill the law enforcement representative position. His four-year term on the council runs through June 20, 2027.
This is not Staly’s first experience with the advisory council. He previously served on PIRSAC as the owner of a Palm Coast-based security company, representing small security businesses on the board. He and his wife later sold their company to a national security firm in May 2012.
Staly expressed gratitude for the confidence his fellow council members showed in selecting him for the leadership role. “It’s an honor and a privilege to be selected to serve as chairperson of PIRSAC,” Sheriff Staly said. “I am grateful for the trust and confidence council members have placed in me to fill this role, and I am committed to serving with the same level of integrity and transparency that I have had throughout my law enforcement career.”
PIRSAC is a volunteer council required by Florida law that meets at least four times annually. The council advises and makes recommendations to the Florida Department of Agriculture and Consumer Services regarding the regulation of private investigative, recovery, and security industries in the state. The council consists of 11 members, each appointed by the Commissioner of Agriculture for four-year terms.
