Two candidates with decades of municipal experience to participate in public interviews and community meet-and-greet
The City of Palm Coast will host public interviews and a community meet-and-greet with two finalists for the City Manager position on Thursday, November 13, 2025. City officials are encouraging residents to participate in the selection process.
The Finalists
David Fraser brings more than 30 years of municipal leadership experience across several states. He currently serves as Interim County Manager in Adams County, Colorado, and has led city and state organizations managing budgets up to $1 billion. His background includes strategic planning, intergovernmental relations, and securing major grants and revenue for community projects.
Michael McGlothlin has nearly 40 years of public service experience in municipal management and law enforcement. As Town Administrator for Redington Shores, Florida, and former City Administrator and Police Chief in Oregon, he has led multimillion-dollar projects, coordinated emergency responses, and built strong community partnerships.


Public Participation Opportunities
The public interviews will take place at Palm Coast City Hall, located at 160 Lake Avenue. For residents unable to attend in person, the interviews will be live-streamed on the City of Palm Coast YouTube channel. Exact times will be announced as the date approaches.
Following the interviews, the city will host a Community Meet & Greet in the Jon Netts Community Wing later that evening. This informal event will allow residents to meet both candidates, ask questions, and share their opinions. Light refreshments will be served.
Full Day of Engagement
Both candidates will spend the entire day engaging with city leadership and the community. Their schedules include one-on-one interviews with City Council members, a meeting with the Executive Leadership Team, and a guided tour of Palm Coast.
City officials emphasized that community input is a valued part of the decision-making process for selecting the next City Manager.

The City Manager position oversees the daily operations of the city, implements policies set by the City Council, and manages the city’s budget and staff. Palm Coast has been searching for a permanent City Manager following previous leadership transitions.
