Deputy on Patrol Recognizes and Arrests Bunnell Man with Warrant and Narcotics
On Friday night, a deputy conducting patrols in Bunnell was driving on Lancewood Street when he passed a male on a bicycle. The deputy recognized the male through previous interactions as Joseph Westervelt, 31, of Bunnell — whom he knew to have an active warrant for writ of bodily attachment — and pulled him over. The deputy informed Westervelt that he had an active warrant and placed him under arrest.
Before being searched, Westervelt stated that he had “dope” on him. The deputy located a clear plastic bag in Westervelt’s pocket, which was found to contain smaller bags with cocaine, methamphetamine, and THC. In the same pocket, the deputy also found multiple burnt pieces of foil, two straws with burn residue, and a digital scale.
Deputies arrested Westervelt on his warrant, as well as possession of cocaine, possession of methamphetamine, possession of marijuana (20 grams or less), and possession of drug paraphernalia. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on an $8,070 bond.

“Our deputies are always on alert to make sure that criminals end up at the Green Roof Inn, just like this guy who is no stranger to our jail,” said Sheriff Rick Staly. “Great job to the observant deputy who recognized this criminal on the street.”
Westervelt is well known to law enforcement, with 13 previous arrests in Flagler County for charges including aggravated battery on a pregnant person, burglary of an occupied structure, driving with a suspended license, manufacture of methamphetamine, petit theft, possession of fentanyl, possession of marijuana, possession of methamphetamine, sale of hydrocodone, sale of schedule II substance, and shoplifting.
Multiple Fugitives with Warrants from Other Florida Counties Caught in Flagler
Deputies arrested three out-of-county fugitives over the weekend who learned the hard way to avoid entering or hiding out in Flagler County with an active warrant.
On Friday night, a traffic stop turned into an arrest after deputies determined the driver of the vehicle, identified as Rose Ferguson, had an active warrant from Seminole County, Florida, for failure to appear for arraignment for driving with a suspended license. Deputies arrested Ferguson, 54, of Palm Coast, on her out-of-county warrant. She was transported to the Sheriff Perry Hall Inmate Detention Facility, where she was later released on a $295 bond.
On Saturday morning, deputies investigating a civil call for service determined that one of the parties involved, Jy’Darian Parker, had an active warrant from Suwannee County, Florida, for two counts of aggravated assault with a deadly weapon. Deputies arrested Parker, 19, of Live Oak, Florida, on his out-of-county warrant. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held without bond until he is extradited to Suwannee County.
Also on Saturday morning, deputies responded to a residence on Ballenger Lane in Palm Coast after locating Ronald Mitchell, who had an active warrant from Volusia County, Florida, for felony battery. Deputies arrested Mitchell, 38, of Palm Coast, on his warrant. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held without bond while awaiting extradition to Volusia County.
Mitchell has a history of previous arrests for drug possession and domestic violence.

“If anyone thinks they can commit a crime somewhere else and then hide out in Flagler County, they are mistaken,” said Sheriff Staly. “If you have an active warrant and are a fugitive, I advise you to stay out of Flagler County, or you’ll end up in the Green Roof Inn.”
